| I don't see why she cannot start with steel if she's that tall and athletic. But graphite seems to be the club of choice.
I agree with a 3wd and 7wd, and 6-pw is also smart. She may never need a 3-5 iron.
You should go to a golf range/shop and buy a used set for under $300. I will likely come with irons and woods.
Don't get antything for less than $200.. it's likely junk.
Use the extra to get her lessons.. take a family 3-day golf school trip. It's the best way to start.
