Agreed - the off center cores would still effect the spin of the ball. But, on the ball checker there is a provision to mark across a second axis to help form a + sign. If this were done on all balls, you would be lining up the off center core to roll up over itself. Think of it like an out of round wheel...

At least that is how I imagine it would work but maybe I need to do more thinking on it.
