I'm going to play a bit of devil's advocate, just for the hell of it...
As for playing in rain, there's a slightly different scope of problems for club players than tour players. A lot of club players don't maintain their equipment as well as tour players and the possibility of a club slipping out of someone's hand due to an old, wet grip is a problem.
Also, very few club players I know own a rain suit. They aren't as prepared to continue play in the rain in comfort, protected from the storm with just the umbrella on the side of their bag.
Lastly, we have day jobs and some people can't afford health issues to arise from playing golf in the rain. It makes more sense to protect the players in more ways than just from lightning so they can be back another day to feed the kitty.
