I had a look at your survey - dont take this the wrong way but it looks to me like you are hoping that someone will give you an idea for the cleaning tools.

Do you have your own specification for anything?

I'll give you one thing for free.

If this is a manual trolley then whatever you add to the unit to clean the wheels as its being used you have to make sure that you dont add any amount of friction to the wheels and its movement otherwise all you are doing is using up more energy pulling the same trolley.
